The
security establishment is scrambling for more ways to spy on the
people they are supposed to be protecting. Surveillance cameras are
only good for
"after the fact'" evidence that a terrorist action is taking place. In the case of ISIS they want us to know they are active and commiting the crime.

Snowden pointed out, the amount of data collected on people who have
committed no crime and the potential for mischief is all most too
tempting.
